root problem from kaplan advanced 2009 - 2010

This is from Kaplan Advanced 2009 - 2010.

I think the answer given in the book is just wrong. But lets see what you guys think:

sqrt(1,919)/sqrt(0,1919)



a) 0,0001
b) 0,01
c) 100
d) 1000
e) 10000

Answer should be C.

sqrt(1919)/sqrt(0.1919) ==> sqrt(1919/0.1919) ==> sqrt(10000) ==> 100

I'm confused as to the notation. Are we using commas as decimals, like the style of the french?

Yes, I am also confused about commas, is it 1.919 or 1,919?
