Which of the following best completes the passage below?
One tax-reform proposal that has gained increasing support in recent years is the flat tax, which would impose a uniform tax rate on incomes at every level. Opponents of the flat tax say that a progressive tax system, which levies a higher rate of taxes on higher-income taxpayers, is fairer, placing the greater burden on those better able to bear it. Concluding with progressive tax

In the first few sentences, author outlines the benifit of flat tax( it is in form of a proposal). later, he talks about progressive tax system and also gives -ve side of it( loopholes, credits,..). Therefore, the conclusion relies on the fact that progressive tax system is not ideal and does not potray the real picture.

The other options talks about flat tax and explains not related to the argument. Hence D suits as an answer.

At first, i thought answer maybe C.

D) The progressive nature of tax is not producing the desired effects on account of loopholes. Hence, my answer.

Opponents of flat tax tout the progressive tax system as being fairer. Then watchout for the game-changing word HOWEVER. Any idea coming after "However" should undermine the Fairer argument. If the conclusion in question is to be valid it has to stay within the bounds of the argument and not PROMISE THE MOON. There are many answer choices which seem to PROMISE THE MOON. IN E, how do you know the FT system will actually be fairer than the PT stystem? No info to base that on. A B and C have similar Promise the MOON Qualities. Only D Undermines what is stated about the PT system without Promising the Moon.
