Candidate for Mayor: My opponent argues that the best way to increase the city's tax revenues is to double the tax on rental cars so that non-residents provide the bulk of the additional income. This plan is unethical because it constitutes taxation without representation: we should not excessively tax those who cannot vote on the plan. Moreover, if car rental prices are too high in our city, people may simply rent cars in neighboring cities to avoid the tax surcharge.

I would choose D

A- A moral quandry couldn't be resolved regardless of the data, that's why its a moral quandry

B- The opponent did not directly argue for a specific alternative

C- The data is not in question, just the effectiveness of the plan

D- Correct

E- The opponent quailfied her statement by saying "people MAY simply rent cars in neighboring cities"

I too got fooled into picking E but I think osirus nailed it... it all comes down to the word 'may'. D it is... right, thephoenix?

Correct : If ppl started renting cars in neighbouring cities it would mean that car rentals in this city would decline,leading to drop in tax revenues.

I am leaning more towards D, but I'm not sure about it.
