I don't understand the problem in this problem.
The problem in this problem is the problem of interpreting 'twice as many as'. :P

I know this question has been beaten to death, but a straightforward approach is:

history # = x
=> English# = 2x

Math # = y
=> English# = 3y

2x=3y
x/y=3/2 which is what is required...
