B and C are out - impact on is wrong, there should be no "on" after impact
E - incoorect parallelism
A - be a serious impact to...is wrong again
so OA acc to me could be D

Could impact X - impact as verb
could have impact on X - impact as noun

Both are right constructions.

B/C are wrong for the above reason.
A/B/D - possibility/probability of is the right idiom.

IMO E.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.

A--should be "could have an impact," not "be an impact"

B--the "on" after "impact" is unidiomatic

C--same as B

D--"possibility to" is unidiomatic

E--"possibility of" is correct.

Is impact on always unidiomatic ? What if it is used as a noun ?

The book had a great impact on my thinking. - Is this unidiomatic ?

Yup. Impact as a noun can be followed by "on" but impact as a verb cannot.
