B and C are out - impact on is wrong, there should be no "on" after impact
E - incoorect parallelism

Could impact X - impact as verb
could have impact on X - impact as noun
Both are right constructions.
B/C are wrong for the above reason.
A/B/D - possibility/probability of is the right idiom.
IMO E.

Yup. Impact as a noun can be followed by "on" but impact as a verb cannot.killer1387 wrote:impact on X, where X is noun, is correct.
