after when is awkward. A and B are out

D wrong tense (develops)

E any sentence with the word being is tossed out.

What I understand from the previous comments is as follows:
The proper usage should be
X developed only after Y.

Y--> can be clause or a noun phrase.

My question is: if Y is a clause should it parallel the tense of the verb that follows X? (here developed, hence supported)
