259. During Roosevelt's years in office Black Americans began voting for Democrats rather than Republicans in national elections, but Black support for Democrats at the state and local levels developed only after when civil rights legislation was supported by Harry Truman.

IMO clearly C.. none of the other choices make sense

after when is awkward. A and B are out

D wrong tense (develops)

E any sentence with the word being is tossed out.

What I understand from the previous comments is as follows:
The proper usage should be
X developed only after Y.

Y--> can be clause or a noun phrase.

My question is: if Y is a clause should it parallel the tense of the verb that follows X? (here developed, hence supported)
