"I refers to.." "They refers to.."

ok
So i have been making the same mistakes over and over on SC.
I keep getting wrong the answer choices where "the referent it / they is not clear "

What is the rule here? is it supposed to refer to the last noun in the sentence or to the first or to the subject of the sentence?

Example:
Becaue the new maritime code provides that tiny islets can be the basis for claims to the fisheries and oil fields of large sea areas, it has already stimulated...

Why It in this case refers to maritime code and not to the fisheries or oil fields??

thanks

It refers to maritime code for the following reasons:

1. Maritime code is the subject of its clause, and it is the subject of its clause. They are grammatically parallel.
2. Objects of preposition can very rarely be antecedent of pronoun. Look "to the fisheries and oil fields".
3. fisheries and oil fields--is PLURAL, but IT is SINGULAR. And hence, it cannot refer to PLURAL.

I think you got it.

Thanks.
