As per the information provided we can make the following equation:

(12+20+(18+k))/30=2

As the total number of students is given to be 30 and information on 24 of them is given directly..its only 6 of them who have a minimum of 3 books issued on their name. Thus, the minimum number of books against these 6 students is 18. Let k be the extra books that they would have got issued. thus, the total number of books against these 6 is (18+k)

Solving for the above equation, we get k=10, Thus, the maximum that one could have got issued is 10+3=13

Answer is D

There are totally 30 students.
Average book borrowed = 2. Therefore, totally we have to account for 60 books.

Students Books Total books
2 x 0 = 0
12 x 1 = 12
10 x 2 = 20

6 x 3 = 18 (Atleast 3 books)

In all 50 books, that leaves 10 more books.

A single student who already has 3 books takes the 10 books = 13 books.
