I will go with C.

I dismissed B. Not sure whether graduates (plural) form can be refer to by who.

Dismiss D and E cause I think it may not have a clear referent.

Remaining choice is A and C.

Dismissed A cause the use of "are" maybe redundant.

C is the answer for me.

Whats the OA ?

D wordy and awkward..rather than is not required

E- as likely than for me doesnt sound good..also looks unidiomatic.

as...likely...as or more likely than are ok..but as...likely..than not sure

A-not parallel .."minority graduates are ""..."are other graduates..."

also many a times likely is followed by "to"---although its not a thumb rule

B..Likely to....to not there

C..seems terse, has likely "to",seems good to hear...although I am not happy with "on practicing"

From the discussion it seems OA is C,
But i have some reservations regarding this ..
"plan on" is not a correct idiom.
"plan to" is the correct one..

You use are twice...wrong

(B) minority graduates are nearly four times more likely than other graduates who plan on practicing in socioeconomically deprived areas [to eat fruit roll-ups.]

It's an unfinished sentence. Both minorities and other grads are practicing in this scenario.

(C) minority graduates are nearly four times as likely as other graduates to plan on practicing

(D) it is nearly four times more likely that minority graduates rather than other graduates will plan to practice

There should be commas "...graduates, rather than other graduates, will..." or it should be rephrased "...it is nearly four times more likely that minority graduates will plan to practice in socioeconomically deprived areas rather than other graduates.

(E) it is nearly four times as likely for minority graduates than other graduates to plan to practice

Phrased incorrectly. "...planning to practice in socioeconomically deprived areas is four times as likely for minority graduates than other graduates."

otherwise you could say: "...four times as likely for minority graduates than other graduates is planning to practice in socioeconically deprived areas." Which sounds weird.
