Consider (1) only:
x/y and 1/3's LC denom is 6. So y can be 2 or 6 (minimum). Indeed x/y can also be for example 18/36 can can satisfy (1) after simplification. NOT SUFFICIENT

Consider (2) only:
x=1. no info regarding y's value available wahtsoever NOT SUFFICIENT

Consider (1) and (2) together:
So, x/y can be 1/2 or 1/6. NOT SUFFICIENT
