"sales of wines declined in the late 1980's"

Parallels

" They began to grow again after the late 1991"

( Hint from stem...Noun/Pronoun+Increase/decrease of Noun+ prepositional phrase)

secondly,

They began growing again- clause describes "Sales"

Noun modifier must be kept as close as possible to the noun it modifies

so, B has

1. No parallelism

2. Modifier issues

3. growing...was akward to me

Am not sure if there's any specific rule but it should be 'moderate alcohol consumption' right ?
