You shoud try not reading it as a standalone phrase.

Public-access cable television, created in the 1970s, allows the public to broadcast over private television cables laid on public land. -->

"Something allows the public to broadcast over cables laid on public land. " Does this sentence make sense now?

Here public is the general people.

I agree with ankur...Oa is A thats okay..because other choices are awkward and wordy...but i didn't get the meaning of the sentence...if someone get the logical meaning pls explain??

Your answer is gramatically Correct but i cant still see a logic in the sentence. How do a public access cable television allow the public to broadcast over private television is beyond my understanding. :)

Thank god its a SC question not a CR one . LOL :)

B and C lack a correct direct object and its complement to the verb "allows".
D -- allows "that" is wrong - (also television cables, which are laid - is wrong)
E -- modifies original intent by using "because of the laying of private television cables"
where because (conjuction) is followed by grammatically incorrect subclause.

It was a close call for me between A and C. Can someone help me in understanding the error in C.

Below is my reasoning.
Public-access cable television, created in the 1970s, allows the public to broadcast over private television cables laid on public land.
A) the public to broadcast over private television cables laid
C) public broadcasts made from private television cables that were laid
Public-access cable television,
created in the 1970s, [mod for PCT]
allows the public broadcasts
made from private television cables [ed modifier for public broadcasts. Public broadcast that are made from priv tv cables]
that were laid on public land. [modifying cables].

IMO C is grammatically correct but differ in meaning from A. To me both options sound fine.

I do see a verb in the sentence.I have broken the complete sentence in parts to reiterate my point.
