Definitely E. Look for clues in the argument as to which "direction" the correct continuation of the argument should take.
In the first part of the argument, conservatives are against government involvement in regulation of business. The word 'Paradoxically' then creates a change in direction, so we expect the right answer choice to bring the opposite case - one where the conservatives are acdtually asking the government to get involved. E provides this continuation.

It should be E only... other options don't show any paradox in the conservatives stand on economical and social issue.
Statement says :- conservatives need less control on economic issues and paradoxically conservative needs...
so only E fits the bill.
