It is incorrect. Because the moon pulls "gravitationally". Here the adverb usage is incorrect. The correct meaning would entail some sort of "gravitational pull".

Here are two possible corrections.

The tides undergo a twice-daily cycle because of the moon's gravitational pull, which affects not only the ocean water closest to the moon, but also the earth itself.

The tides undergo a twice-daily cycle, because of the moon's gravitational pull on the ocean water closest to the moon and on the earth itself.

mgmat sc mentions this as correct (problem section of idioms chapter 4h ed.). However i think that pulls gravitationally is NOT WRONG. I am concerned about 'ON'... moon pulls the ocean water AND NOT moon pulls ON the ocean water

The use of "ON" is incorrect in the answer choices. I think it is one of the typing errors in the the SC book og Manhattan
