'that' should be followed after "Gall's hypothesis"..Hence C.

Other options are incorrect because of following reasons:

(A) of there being different mental functions localized in different parts of the brain is widely accepted today : Use of Being
(B) of different mental functions that are localized in different parts of the brain is widely accepted today :diff mental function is not Gall's hypothesis
(D) which is that there are different mental functions localized in different parts of the brain is widely accepted today:comma required before 'which', whenever we use 'which'
(E) which is widely accepted today is that there are different mental functions localized in different parts of the brain: same as D.

The explanation cleared the doubt between B and C.

I just got to read more carefully I guess to catch these subtleties :)
