The past perfect only works when we already have an action in the past tense in the sentence, and now we need to go even FURTHER back in time. The past verb here is "reported", and then we need to go back before that.
As for Noun Verbing, that's an odd way to put it. You can't use a subject pronoun before a gerund, because a gerund is already a noun. That's why we need a POSSESSIVE pronoun "his house" "his running of affairs", etc.
