my doubt : in option C can we consider the construction " having been constructed at least as early as the Sui dynasty (A.D. 581-618) and the oldest known altar used in Chinese state religious practice" as parallel?

i feel that "having been constructed" is a participial phrase and hence acts as adjective.
now the construction "the oldest known altar used" is also an adjective phrase .when both the constructions are adjective so they can be parallel ? i understand that C is wrong for other reason

I believe that C is wrong because of missing the verb in the second part

is more than 1,000 years older than a similar one in Beijing and <missing verb> the only altar....

C: having been constructed...and the oldest known altar
having been constructed = adjective.
the oldest known ALTAR = NOUN.
While both phrases serve to modify the Altar of Heaven, a conjunction such as and cannot serve to connect an adjective to a noun.
Eliminate C.

but i was talking about the parallelism of the following stuff :
having been constructed.......AND the oldest known altar used
can the bold portion be considered parallel ?
are they not acting as adjectives ?

While having been constructed and used are both adjectives, they serve different purposes.
having been constructed serves to modify the Altar of Heaven.
used serves to modify the oldest known altar.
and is not serving to connect these adjectives.
As I mentioned in my post above, and is serving to connect having been used (adjective) to the oldest known altar (noun phrase).
and cannot serve to connect an adjective to a noun phrase.
