Policy analyst: Most government agencies become less effective over time. Some experts go so far as to recommend that every agency be eliminated after 10 years and created anew by replacing all of its existing personnel and revamping its bureaucratic structure. However, this policy would be impractical since certain government agencies perform vital functions, such as protecting national security, and therefore cannot afford even temporary upheaval.

IMO Option D

In my opinion, portion one is like a generalized notion provided by author which she accepts. I don't think it provides any evidence in favor of any arguments, hence Option A is incorrect. Also, author is not arguing against the notion that 'Most govt agencies become less effective', hence option B and C are also incorrect. Also portion one is not used as a basis for analyst's position. Option D, however, IMO is the right answer.

IMO D

The first is the a controversial issue that raise opinions from two side. (So, we can eliminate [spoiler]A, B, and C)[/spoiler]. One side said that agencies should be eliminated. Another side (boldface) raise against the opinion in the first side. Between D and E. D said that the boldface is used as the basis for an opinion that the analyst rejects => the first side of argument. That is correct. So, why I choose D is my correct answer

I go for D.
From the question, I know that the policy analyst accepts NOT goes against the arguement: Most government agencies become less effective over time.
He goes against the latter opinion on elimination of 10-year-serving agency. And the second bold phrase is the evidence for his opinion.
