P(dark chocolate or nuts) = (total dark chocolate + milk chocolate with nuts)/(total candies).
The value in blue will account for all of the candies that are BOTH dark chocolate AND nut-filled.

Total dark chocolate = 20.
Milk chocolate candies with nuts = 20% of 25 = 5.
Total candies = (total dark chocolate) + (total milk chocolate) = 20+25 = 45.
Thus:
P(dark chocolate or nuts) = (20+5)/45 = 25/45.

The correct answer is C.

now he asked dark chocolate or nuts meaning dark+nuts(milk+dark)-dark with nuts. I'm confused with the question wording.

Your approach is correct.
The colored portion = 20 + (4+5) - 4 = 25.
Since 25 of the 45 nuts will yield a favorable outcome, P = 25/45.
