Without "that" the clause would read, "amounts of suspected carcinogens exceed those humans could consume." The amounts exceed the humans? What?Why do we need THAT in the correct answer ?
"That" makes it clear that we're comparing the amounts of x to the amounts of y: "amounts of suspected carcinogens exceed those [amounts] that humans could consume."
