Appropriate preposition with elaborate is on.I think it should be A
Only D has on.

Just curious about the source of this question. I had the impression that the GMAT would require the subjunctive with "request," e.g. "the board requested that the representatives elaborate on the proposal." I know that verb is sometimes used with the infinitive informally, but I'm not sure how standard it's actually considered in American English. If I saw a question with "request" on the GMAT, my immediate assumption would be that it was targeting the subjunctive.

Thanks, Ali Tariq -- much appreciated. Very interesting: the use of the infinitive with "request" is a construction I associate more with British English, so that makes sense. I'd be surprised if the GMAC permitted it, though.
