The correct answer is A.

'retailer said' << Past simple is used to describe the situation that ended in the past.
This means that its cause had been happened before the retailer said.

Therefore, past perfect in choice A is the most proper tense.

has been is the correct passive present perfect tense for indicating the problem still exists

what is OA?

I've been doing this problem right now... The OA is A - this question is from the OG purple book.

I was totally confused about 'recent extended sales slump' ... but it seems its correct.

but I guess one should focus on time tense in this problem which is wrong in B and C and surely one can eliminate D, E straightforward.

The sentence uses the word 'recent'. Will the sentence not require present perfect tense?
