But my point is the zero is a neutral number NOT positive !!

if in a set of -2,-1,0,1,2,3

we r asked to calculate the range for positive integers, the answer will be 3-1=2 and not 3-0=3!!
Right?

You are correct. This is bad writing. Should be non-negative numbers.
