Hey - Did you mean "deterioration" rather than "determination"?
There is no agreement at present on what function, if any, certain herbs like gingko bilboa have in slowing the deterioration or improving memory.?

A would be incorrect since the sentence would mean like this:
There is no agreement at present on what function, if any, certain herbs like gingko bilboa have in slowing the determination memory or improving memory.
The correct diction would be in slowing the determination of
Hence E is correct.
