Aggravated Assault

Since 1991, the percent of men arrested for aggravated assault decreases to 9.5 percent while the amount of women arrested for the same crime increases by 46 percent.

a. the percent of men arrested for aggravated assault decreases to 9.5 percent while the amount of women arrested for the same crime increases by 46 percent.

b. the percent of men arrested for aggravated assault decreases by 9.5 percent while the percent of women arrested for the same crime increases by 46 percent.

c. number of men arrested for aggravated assault decreased by 9.5 percent while the number of women arrested for the same crime increased by 46 percent.

d. number of men arrested for aggravated assault decreased to 9.5 percent as compared to the number of women arrested for the same crime which increased by 46 percent.

e. amount of men arrested for aggravated assault decreased by 9.5 percent while the amount of women arrested for the same crime increased to 46 percent.

OA is C

IMO -- slash off a, b & e for "decreases" and "amount"
Between c & d: c - changes the meaning from "decreased To 9.5%" to "decreased BY 9.5%" & d - the "which" refers to crime instead the no. of X arrested. Under the given case, which option would be better off?

Thus, all of the answer choices can be eliminated.

Source is Kaplan Quiz. The rationale for c over d is d being wordy. But if such a question does come is it better to chose c or d?

Source is Kaplan Quiz. The rationale for c over d is d being wordy. But if such a question does come is it better to chose c or d?
There are better reasons to eliminate D (aside from the tense error discussed in my post above):
A NUMBER cannot decrease to a PERCENT.
Which seems to refer to crime, but a CRIME cannot increase by 46 percent.
As compared to is unidiomatic.

That being said, if you're debating between two answer choices, and you can't spot an error in either answer choice, choose the one that is more concise.

Thank you. So concision is prefered over meaning. I agree with the issues in D, my doubt was over C changing the meaning from TO to BY, that's all.

This sentence involves comparison. Is it parallel to use decreased to/increased by?
