This question made me cry, and I thought you guys might want to share my sorrow. Stacey did offer a great approach to this question, so let me know if you want to read her approach. [/spoiler]
Quickest approach:

In order to maintain parallelism, the sentence needs to say for the farmer who takes care to keep them cool...provided...and milked. Eliminate A, B and C.

In D, the plural pronoun them doesn't agree with the singular noun cow. Eliminate D.

The correct answer is E.
