MGMAT doubt.

The health commissioner said that the government had implemented strict measures to eradicate the contaminated food and, despite the recent illnesses, it will try to prevent the outbreak from recurring in the future.

Why cant A be correct?

It's not parallel.

The health commissioner said that...and that...

E gets it right and is parallel, whereas B uses "that" correctly but uses past tense to refer to a future event.

A: ...and IT WILL TRY to prevent the outbreak.
This construction could imply that the government DEFINITELY WILL TRY to prevent the outbreak.

The intended meaning is to discuss what the health commissioner SAID:
The health commissioner SAID that the government had implemented strict measures...and [SAID] that it would try to prevent the outbreak.

In E, the two parallel structures -- THAT the government had implemented and THAT it would try -- make it clear that the sentence is discussing what the commissioner SAID.
