"whether rooftop building site with a strong clear signal or underground parking site with no signal at all." should refer to the "location". But, there is no subject in this clause to make it refer to the location.
Hence incorrect.

weather in B is wrong.

"Would be from" in C changes the meaning and also is awkward.

in E "them" cannot be used to refer to singular "Location"

D uses "IT" correctly to refer to the location.

using POE helps in this problem.

why I cannot think of it as an appositive here? since we have "whether" in the beginning?

Here options A and B use whether incorrectly. whether doesnot seem to modify any thing in the sentence.

if an 'it' was added like Whether it may be ... or ... . The it could have made clear what it is decsribing (location in this case.)

IMO D-

B,C and E can be striked out.
A is wrong bec its using both whether and or in the same sentence,which acc to GMAT rules is not right.........
