television can be superficial

Although it claims to delve into political issues, television can be superficial such as when each of the three major networks broadcast exactly the same statement from a political candidate.
(A) superficial such as when each of the three major networks
(B) superficial, as can sometimes occur if all of the three major networks
(C) superficial if the three major networks all
(D) superficial whenever each of the three major networks
(E) superficial, as when the three major networks each
[spoiler]OA:E[/spoiler]
Although this question has been answered before.
I have a doubt regarding usage of If then

Does the the use of If X then Y imply that
only if X happens Y happens and there is no other of Y happening.

Is that the reason why the usage of 'If' in B, C is wrong as from option (A) we can make out
that Y (television can be superficial) happens in many ways and one of them is X(3 networks braodcast...) and not the only way.

Can you help me understand the use of If..then (Though I know its a very basic question)

If John is in Times Square, then John is in New York.

The statement above means that John's presence in Times Square is SUFFICIENT information to conclude that he is in New York.
The statement above does not imply that John's presence in Times Square is NECESSARY.
In other words, John does not HAVE to be in Times Square in order to be in New York.
