You are looking for the maximum. You increase a fraction by either making the denominator smaller or the numerator bigger. Since S in in the denominator, to make 5/133(1/3) as big as possible you have to reduce the denominator. The next biggest whole number from it is 133. If the problem had asked for minimum, 134 would have been your answer, because that would make the fraction smaller.
