We have to compare b and c and
we have 'a' on both sides of the inequality.
If a is positive, we can divide with a on both sides of the inequality and its sign will not change.
Thus, if a > 0, b < c.
If a is negative, we can divide with a on both sides of the inequality and its sign will reverse.
Thus, if a < 0, b > c.
As we see, the relationship of b and c depends only on the sign of 'a'. If we know the sign of 'a', we can compare b and c and answer the question.

The sign of a is known.
SUFFICIENT
Statement(2):
No information on a.
INSUFFICIENT

All numbers less than zero are defined as 'negative numbers'.
So, if a < 0, 'a' is negative.
And, if a < 0, a cannot be 0.5
Yes, since a < 0 in Statement(1), b > c.

The question tests inequality rules.
Given ab < ac, we are asked whether B>C?
We cant simplify the inequality until we know the sign of "a".
(1)a<0, i.e a is negative, therefore we can cancel "a" and you must flip the sign (because you are dividing by a negative) ... therefore you get B > C.
(2) Given C < 0, we cant simplify any further.
IMO: A
