C rules over D beacuse there is a shift in scope with D i.e creating public awareness by informing them of the issues.
C is more closely aligned with the passage premise that there is a serious flaw in television’s coverage of election campaigns as it tends to project who's winning(i.e opinion polls are one way to do that).
The answer must best summarize the author's argument which is who's winning coverage of the elections.
