E is a correct option. reasoning is hazardous product has reduced from 90 per production worker to 40. If the no of workers are more now then the reasoning doesn't hold. so it is an assumption that in 1994 the no of passenger workers were not much less than current one...

One more for E)

Negate E and the conclusion falls apart.

The production worker counts have to remain more or less the same to say the progtram has successfully achieved its goal.

1994 =90 per worker

now = 40 per worker


what is worker count increases so total waste/ total worker will go down ieven if the total waste remains the same.
