rise of tution sounds like "rise of the fallen".. but we need increase in fee.

You could make a case for "between the rise of tuition and the reduction of staff" (without "the" before "staff"), but the meaning becomes unclear. These forms imply that tuition is rising on its own and staff is reducing itself, when in reality the college administration is causing both to happen.
