My pick here is C .

Budget cuts - is not a type of cuts , we need the preposition IN to have a clearer meaning .

Ex : Boston Soldier - dose not make sense we need to say A soldier FROM Boston .

Similarly Arabian Sea Salt - also dose not make sense we have to say Salt FROM Arabia Sea .

Thus we can not eliminate the preposition IN and the correct from should be cuts IN the budget and not budget cuts .

This eliminates A , B , D and E .

Please correct me if I am wrong .

"Contend with the possibility of a strike by employees" refers to an activity (to contend with sth.) . Therefore, the first part of the sentence should concern an activity as well. Thus, we need a verb. That leaves C (if worry is understood as a verb), D and E.
"budget cuts" is a perfect English idiom. There is no need to correct that. Eliminate C.

"In addition to worrying" is the proper idiom (In addition to + Gerund). Also, "increases in the cost of living" is better than "cost of living increases" as "cost of living" is a phrase, which means it can't be combined with a noun without a preposition.

Answer: E

+1 for E.
However, I am not really ok with "In addition to worrying"; ""In addition to worry" in C looks better. Also, I see the flow breaking due to "and as" in C.
"cost of living increases" in C is suspicious too.

Not parallel. Not to be picked. :)

Also, in this question, you are actually correcting a modifying clause, which modifies the administrators. So, if you look closely, only C (partially) and E do that job.

C can be eliminated on the basis of reasons stated above. Hence, E would be the correct answer.

Well harsha my man I have to disagree here with you .

As per your explanation :
look for the ||ism indicator and . (X and Y ). X and Y should be ||.

in C :
X = Budget cuts (noun)
Y= as the cost of living increases (not noun)
So X and Y need to be parallel .

Lets look at E :

in addition to worrying about budget cuts and increases in the cost of living

X : worrying about budget cuts - participle phrase acting as ADJECTIVE qualifying the noun administrators .

Y : increases in the cost of living - is a noun phrase .

So can these be called parallel ?

I agree with you on one point that the sentence is checking for modifiers and only C and E do the job .

The parallel elements that you have to look for are :
e)in addition to worrying about budget cuts and increases in the cost of living
X = Budget cuts (noun)
Y= increases in the cost of living (noun phrase)

The administrators already worry about X
and
The administrators already worry about Y.

So, worrying about applies to both X and Y and should included in both while comparison.

In addition, they now have to worry about the possibility of strike.

Let me know if it is still hazy :)

OE says C is actually two complete s/c incorrectly connected with a comma.You wud need a period after 'feet" and a capital I in "in"

i cud not understand this; any one pls help me to understand it
