You are correct that "rate" is singular and hence use of plural "were" is incorrect.
However, in this sentence, as I understand the incorrect choice C - use of "were" is a special case of using the verb in hypothetical sense. As an example,
"I wish I were a big super star".
In hypothetical usage, singular subject takes on plural verb.
This is rather specific usage and I do not believe it is a widely tested concept on GMAT.
