As per wiki,

"Directives, used by United States Government agencies (particularly the United States Department of Defense) to convey policies, responsibilities, and procedures." (yea, I cheated =D)

Can DIRECTIVE establish control? No, only a person can do so. Drop A & B
C - sentence does not intent to communicate 'sucessfulness/unsuccessful of control'. Moreover its awkward
D - past participle

In an unusual move for a Republican is used to describe an unusual ACTION taken by a MEMBER of the Republican party.

In A and B, the DIRECTIVE -- clearly not a MEMBER of the Republican party -- took action. Eliminate A and B.

In C, was successful describes not an ACTION but a STATE OF BEING. Eliminate C.

In D, there is no justification for changing the tense to past perfect (had instituted). Eliminate D.

The correct answer is E.
