It appears illogical to some people that West Germany, which bans such seeming lesser evils as lawn-mowing on Sundays, still has some 4,000 miles of highway with no speed limit.

First check it out for Which usage.....it is correct because which modifies Nouns and here Germany is Noun...
Next As vs Like
Here it should be As as it follows a Clause......
Next Adverb or Adjective
Seeming/seemingly lesser evils
evils= Noun
Lesser= Adjective
No Seem should be an adverb i.e seemingly.......
So the answer is B......

You cannot modify adjectives with other adjectives, only with adverbs. Seeming is an adjective, seemingly an adverb.
