rounding digits- difficult

In the decimal above, ♣ and x represent single digits. What is the value of ?

(1) When the sum is rounded to the nearest cent, its cash value is $7.94.

(2) When the sum is rounded to the nearest tenth of a cent, its cash value is $7.95.
Statement (1) BY ITSELF is sufficient to answer the question, but statement (2) by itself is not.
Statement (2) BY ITSELF is sufficient to answer the question, but statement (1) by itself is not.
Statements (1) and (2) TAKEN TOGETHER are sufficient to answer the question, even though NEITHER statement BY ITSELF is sufficient.
EITHER statement BY ITSELF is sufficient to answer the question.
Statements (1) and (2) TAKEN TOGETHER are NOT sufficient to answer the question, requiring more data pertaining to the problem.

Statement 1: When the sum is rounded to the nearest cent, its cash value is $7.94. Thus the original decimal may be 7.9417 or 7.9397 or other possible decimals such that ♣ is 3 or 4. Thus x can have any value.

Not sufficient.

Statement 2: When the sum is rounded to the nearest tenth of a cent, its cash value is $7.95. Implies when the decimal is rounded to nearest thousandth its value is 7.95 = 7.950. Thus only possible value of x is 9, otherwise rounding it will not result in a zero.

Sufficient.

The correct answer is B.

What is the meaning of "tenght of a cent"
can sm2 plz explain?

Lets assume a value, $ 5.67 ( five dollars and sixty seven cents )

I have 1 cent and i have to distribute it two equal parts,

it will be .5 cent each,

Now i have to add this to above figure 5.67 + .5 = $ 6.17 ( completely Wrong )

because 5.67 is in dollars and .5 is in cents

5.67 * 100 = 567 cents + .5 cents

567 cents + .5 cents = 567.5 cents.

Represent this in dollar 567.5 cents / 100 = $ 5.675 Dollars.

I hope i make my point.

Now II ) statement says 7.95 when sum is rounded to nearest tenth of a cent.

Now we have to do 1/10 of a cent , 1/10 part of a cent will come after the cent.

Let the number be 7.9567 , its cash value will be 7.957, so the only possible value is 9

7.9597 .... result in 7.95 ..........
