IMO D.

x/3y > 1/3

multiplying both sides with 3y gives x>y.

Answer is B.
This is because (1)states x/3y > 1/3
This implies that x/y > 1
However this does not mean that x > y. Because both x and y can be negative.
eg: -8/-2 = 4 which is greater than 1 and yet x < y
And 8/2 = 4 > 1 and x > y
so (1) is insufficient
(2) is sufficient for obvious reasons
200 or 800. It don't matter no more.

Yep the answer is B for the following reasons

Consider A:
x/3y > 1/3
Transforming: x/y > 3/3 => 1
so the ratio of x to y > 1
Choose +ve and -ve values for x and y.
1. x = 3, y = 1
x/y >1 and x > y
2. x = -3, y = -1
x/y > 1 and x < y
So Insufficient.

Consider B:
-x + p > -y + p
Here we are adding the same p to both sides so it does not affect the inequality, assuming p is a constant.

so it is the same as -x > -y
ie x < y

So sufficient.

Ans is B
