Statement 1: x - y > 3
At first glance, this information APPEARS to be insufficient.
However, if we recognize that 3 > 0, then we can add this to the inequality to get: x - y > 3 > 0
From here, we can ignore the 3 to see that: x - y > 0
Add y to both sides to get: x > y
So, the answer to the target question is YES, it is true that x > y
Since we can answer the target question with certainty, statement 1 is SUFFICIENT

Statement 2: x + y > 3
There are several values of x and y that satisfy statement 2. Here are two:
Case a: x = 4 and y = 2. In this case, the answer to the target question is YES, it is true that x > y
Case b: x = 2 and y = 4. In this case, the answer to the target question is NO, it is not true that x > y
Since we cannot answer the target question with certainty, statement 2 is NOT SUFFICIENT
