1) x - y < -4

=> x + 4 < y

We see that x after an increase of 4, is less than y, thus, it must be less than y. Sufficient.

2) -2x > -2y

=> -x > -y; cancelling 2
=> x < y; multiplying the inequality by '-'. Note the sign reversal.

Sufficient.

The correct answer: D
