The question is rather ambiguous to me. Let's say there is one member who speaks English and Korean.
If that member is considered one of the 60 who 'speak only English', then the above answer C is correct.
But if not, because that member speaks English AND some other language, not 'ONLY English', then guys like him are not mentioned in this question. Then I think the answer would be E.

If the OA is indeed C, can someone find the flaw is my reasoning below.
T = G + E + S-(two of the three) + Neither
200 = G + E + 70-x+ Neither (or n)
130 = G + E-x + n
S1. E = 60
130 = G + 60-x +n
70 = G-x + n.....Insuff.
S2. N = 20
130 = G + E-x + 20
110 = G+E-x .....Insuff.
