I assume 2 should say "Y is an integer".

If so then obviously Y + 1 would be an integer.

For 1.

Y = 1/3
3y = 1
Y + 1 = 4/3

OR

Y = 2
3Y = 6
Y + 1 = 3

= Insufficient.

Answer: B
