I dont agree with A at all. Since A has many follies

A) A staunch critic of the Umpire Decision Review System (UDRS), the football team captain did a volte-face on Thursday by backing the controversial innovation and saying

since doing a volte face and backing the controversial innovation are 2 different actions. One cant link them together using BY first of all. Second Captain X(did volt face ---) and Y (saying....) they are certainly not parallel by any chance..so ruled out. one is past tence verb and other is gerund (noun)

Only correct option here is C to which every one knocks out comes as a winner in my opinion.

C) A staunch critic of the Umpire Decision Review System (UDRS), the football team captain did a volte-face on Thursday and backed the controversial innovation saying that ( the captain backed the controversial innovation by saying something) which is logically parallel as well as structurally parallel !

Hence C

The innovation cant say anything.
see the point is that the football team captain (backed the controversial innovation) saying that so its not innovation saying rather than its the captain who backed saying something..

something like this ....a captain backed his team saying it did well in the Euro cup. and saying is a gerund...treat it as a noun not a verb .. Hope this helps..

IMO A.

C has one flaw. Noun 'Innovation' is followed by 'saying'. It appears as if 'Innovation' is modified by 'saying', The true meaning is that something is being said....

In A, both parts are parallel, which explains the captains volte face by backing.....& by saying. 'ing' form correctly follows preposition.

Can we have OA ??
