(B) and meat was rare
(C) with meat as rare
(D) meat a rarity
(E) with meat as a rarity

We have to show a contrast here. So, 'and' cannot be used. Eliminate option A, & B.

The usage of 'rare' is incorrect (used my ear here)

option D is disconnected from the whole sentence.

Option E is correct choice.
