This is one of the toughest use of VOICE.demand doesn't require infinitive to, remember use of subjunctive. So it is D that is correct and not E.

These verbs (demand) as you already know are called DIRECTIVE OR BOSSY VERBS....Moreover, all of these VERBS followed by THAT but some of these VERBS can be expressed by an INFINITIVE ALSO...and i think VERB (DEMAND) can also be expressed by an infinitive.

The below two usage i found in Oxford Dictonary

(1)I demand to see the manager.
(2)She demanded that he return the books he borrowed from her.
