In assessing the problems faced by rural migrant workers, the question of whether they are better off materially than the urban working poor is irrelevant.

(A) In assessing the problems faced by rural migrant workers, the question of whether they are better off materially than the urban working poor is irrelevant.
(B) The question of whether the rural migrant worker is better off materially than the urban working poor is irrelevant in assessing the problems that they face.
(C) A question that is irrelevant in assessing the problems that rural migrant workers face is whether they are better off materially than the urban working poor.
(D) In an assessment of the problems faced by rural migrant workers, the question of whether they are better off materially than the urban working poor is irrelevant.

but i can legally reject only B and E
because they does not coincide with antecedent- worker

don`t like In an assessment of the problems in D

but between A and C...

don`t like irrelevant in assessing ,in C, to me irrelevant to sounds better, but not sure

IMO D

Op A..modifier issue..."who/what In assessing "----> question...WRONG make no sense

Op B and E has ambiguous pronoun THEY

Op C.." A question that is irrelevant in assessing the problems that rural migrant workers face is"

I simply say messy and unclear...

Op D..clearly suggests that "In an assessment of the problems" a question appear and the use of THEY is okay

Hence D

The phrase "in assessing " is an adverbial modifier and not a noun modifier here.
It is not to meant to modify the question.
It is not meant to tell us anything about the question directly but what the "question" is relevant or irrelevant to .In case of an adverb mod there are no constraints regarding the distance between the modifier and the verb

on the second thought irrelevant is an adjective ."is" is a linking verb"
The purpose of the phrase is to tell us what is the question relevant in ?
I dont think D is an OA because of the modifier,noun issue.
I just read Ron' post on Manhattan gmat . I guess what you are trying to say Who is doing the assessing ?
Guess u are trying to highlight the subject issue rather than the modifier issue
